Default Normal noise at startup?

Just did TGV deletes and turbo inlet hose along with some PnP work,... got the car back together and when you turn the key in the ON position you can hear a pumping or whirring noise from the front passenger side fuel rail area. The TGV motors or any of that are on the car. We were very careful in hooking everything back up properly including all vacuum, electrical and fuel hookups. There are no leaks. The car wont start but I think that may be due to an incorrect AP map.
Any thoughts?

Well, I see you live in Ohio....and in the news that it is pretty cold there right now. One of the main issues with the TGV deletes is cold starting. I hope this is your problem.

no start was a crank sensor not being plugged in issue
noise must be normal, the car starts now!
