Default Sluggish below 2500rpm - ideas?

The car in question is a 99 Impreza 2.2. I've noticed recently that giving the car throttle at low rpm results in sluggish, uh, lugging until it gets up to 2500rpm. It's not consistent (mostly in 1st gear and when its cold), but also accelerating in 5th gear is something you need to plan ahead for.

The car has 131,000 miles so I figure it's due for a tuneup anyway, but I was wondering if there are other things I should check while I'm at it.

a good tuneup never hurts... might be worth thinking about "seafoaming" the engine to clean out any carbon deposits. That sometimes helps higher mileage engines.

Could also be a plugged catalytic converter. Plugged cats can cause a significant loss of power and higher fuel consumption.

I think I heard an exhaust leak the other day, maybe thats the culprit? I'm still managing like 25mpg so it's really not so bad. If I do have a leak maybe its a good excuse for a new catback.

I friend recommended I check the EGR, but do 99s even have an EGR?
