Question Brake Issue

I own a 98 Impreza coupe. I noticed a burning smell a few days ago coming from the driver's side rear tire. Smelt like E-Brake. So i checked it out and noticed that the rotor on that side was slightly discolored, but it was pretty smooth. I also noticed that the E-brake stock slightly after releasing it, the shoes would click back a tiny bit further after when I pushed on them. I cleaned everything and put it back together and it still scraped slightly but very minimal. It was fine for a week or so but it's back now. The brakes are fairly new also, maybe about 5k on them. Any ideas on how i can adjust the E-brake or anything else that may be the issue.
