Default re-clearcoating CF hood scoop...need a lil help

Hey guys,
I just got a CF hood scoop for my 05 wagon and the clearcoat was chipping, so I decided to re-do it. I used fine grit sand paper, then washed with soap and water and let dry. Then sprayed 3 coats of rustoleum glossy clearcoat, but it came out kind of flat and not nearly as glossy as it was before. Any advice on how I could get this nice and shiny and in top shape? Thanks!

-Jack
