Default lagging/timing issues?

ok so for the past year and a half that I've had my 98 Impreza L, I noticed that everytime I get an oil change, my car seems to lag a lot and whenever it the RPMs hit 2500, then my car gets this boost and drives normal. In order for my car to pull and drive normal I have to shift on normal driving days at around 4-5000 RPMs, and as of right now becaues of gas prices, that is not going to help me out much. It tends to last about a month or so, but I could never figure out why it's so, and I tried explaining it to the Subaru dealership near my house, but they had no clue what I was talking about. Does anyone have an idea of whats going on or what I can do to solve this problem? Hope to hear from you soon thanks!
