Default Bugi Headlight problem!

On my bugi, i noticed that when the key is turned from the off position my headlights are on all the time whether the headlight switch is in the on, off, or parking light postition. When the switch is in the On position the light is slightly brighter than when it is off and when i turn the lights on i hear a click inside the car that sounds like it is coming from the glovebox area. The only thing that turns the headlights off is pulling the ebrake up or taking the keys out of the ignition.

Has anyone experienced this before and is there an easy fix for it?

Thanks,
Alex
