Default Erradic Fuel Level Guage

This is for my '02 WRX wagon with 132k miles. A few months ago I noticed that the fuel level guage was not (and still isn't) working properly. It is erradic, in that one time it will read full, and then it will drop to 1/2 tank level the next time you start the car up. Also, it never drops below like 1/4 tank level, even though the tank is basically empty. In addition, some times the low-fuel warning light will come on, even though there is 3/4 tank of fuel left, and the needle is pointing to at least 1/2 or more of fuel left.

From my searching, I figure that it's a fuel level sending unit, but there appears to be 2 of them, one attached to the fuel pump assembly in one side of the tank, and another in the other side of the tank. I'm wondering which one is more likely to go bad (based on similar problems with other Subarus) and how can I check it with a multimeter so I know I'm ordering the correct replacement part?
