Default Grounding steering column

Hey guys, my horn doesnt work and Ive determined that its because the steering column isnt grounded. Any idea how the ground is supposed to be attached? I cant seem to find anything.

Are you absolutely sure about that? I find that hard to believe since it has to be so sercured to the dash and firewall.

100% sure, theres no continuity between the backing plate where the horn switch contacts and any other ground source in the car, but theres continuity between the backing plate and the universal joint in the engine bay.

The steering column doesnt connect directly to the firewall or dash, it rides inside a sleeve, and Im guessing its supported by bearings, so theres no direct electrical path.

The car was stripped and put back together before I bought it, so Im sure its just a matter of something not being put back in the right places, but I'll be damned if I can figure out what it is.
