strange problem with hazards blinking

Friends 98 Forester...

Battery was dead. Replaced with new.

As soon as the new battery was connected, the hazards started blinking but very slowly. It's not the hazard button because when you click that button, they blink at their regular fast interval.

It also seems to cycle for 10 or so blinks, then stops for 30 seconds or so, then blinks again.

Any Ideas???

It's not the hazards, it's the parking lights. They are flashing because when the battery is disconnected/reconnected the keyless/alarm system comes up in panic mode.
To fix it, find the button under the dash and push it while the key is in the "run" position.
