Default do the fans run separately?

so I was doing a quick run over my car today before it gets hot and I head out on any road trip and noticed that only one fan is running. Is this normal, and will the other kick in when things get really hot? I don't know I've done a few searches and asked around, but no definite answer yet. Oh, and I have a 97 outback sport impreza with the 2.2 and all original cooling equipment.

Try turn the A/C on see if the other fan kicks on.

Two fans.

One is for normal cooling.

The other is a secondary for when you turn on the A/C for additional cooling.
