My abs light is on and i kno a local dealer who has the technology to check the code but i dont know how to ground the dang thing. it says to the right of the steering column but there a million wires. the abs light goes off everyonce in awhile but is really sensitive and "claps" the rotors even if you break easy. then you turn the car off and back on and the light is back on and the abs doesnt work at all...help?

Have you tried pulling the ABS fuse ?
After you do that the ABS light will stay on all the time, but the brakes should work fine - just with out any ABS functionality.
My guess is one or more wheels is NOT sending a pulse signal to the ABS computer (this signal is what the computer uses to determine that the wheels are indeed rotating. If it doesn't see the pulse signal it assumes that one wheel has LOCKED UP, which triggers the ABS module to "modulate" (what you called "Claps the rotors" ?) brake hydraulic pressure to all four wheels when you attempt to brake.
If you are dead set on having a fully functional Anti-lock Braking System like Subaru intended you to have, you might want to put the car up on a lift, remove all four wheels, and check the ABS setup for the basics :
Is there a "Tone Ring" on each CV Axle ?
Is this tone ring thing (it looks sort of like gear teeth) all rusty ?
Are there a lot of cracks on the tone ring ?
Is this tone ring aligned correctly with the ABS sensour ?
If all the basics appear to check out okay, then go ahead and have the dealer use their really expensive computer to tell them the obvious, and then charge you for the "simple" repair, and complex explanation as to what they actually did. It is my personal GUESS that you probably only have a minor issue with a tone ring that just needs to be cleaned up, re-aligned on the axle, or replaced with a new shiny tone ring.

mine does that because i broke the tab off my right front sensor when doing my brake swap.
It usually acts up in the wet weather.
