Default Turbo Timer install problems :(

I hope this is the right place to post this.

Finally got around to installing my HKS Type-1 timer in my 97 GF8. I used the FT-2 harness so the installation was a breeze and since I don't have access to a soldering iron (or the skills) I used the three vampire taps that were included to tap the E-brake wire, and the I and S wires going to the ECU. Well, I reconnected the negative terminal to the battery and the timer doesn't even light up. I don't have a voltimeter and if I did I guess I'd have to strip some of the wire to get a reading right? So I'm a little confused as to why it won't even light up after turning on the car. Even if I didn't connect the E-brake or ECU wires, as long as it's connected to the harness it should still get power, right?
Everything is new out of the box, too.

Sorry if I overlooked any vital install info, any help would be greatly appreciated.

Thank you.
