Default AC compressor and condensor fan won't come on

Need help guys, just helped my friend swap his new engine and reinstalled all the AC components. There is no refrigerant in the AC system right now, I wanna make sure everything is in working condition before we go get it recharged.

Well when I hit the AC button inside, it lights up like its working but the AC compressor doesn't engage nor does the condensor fan kick on. I checked the fuses and relays, everything is good. Everything is plugged in correctly. What else could it be? Does the AC system need to have pressure inside the system in order to kick on the compressor and condensor fan? Kinda stumped.

The compressor will not run without a charge in the system. There is a low-pressure cutout that protects the compressor if the pressure drops below a set level. Have it evacuated and recharged and it should work properly as long as everything is installed correctly and there are no leaks.

Wow thanks Mulder, I was hoping it was that. Now does the condenser fan always come on with the AC on, or does it kick on at a certain temp like the cooling fan does. I'm sorry, I'm a newb when it comes to AC stuff.
