No fog lights

So here's the problem, both the fog lamps on my 03 wrx won't come on. I've checked the fuse and it's fine. The fog light button comes on so there's power to that point. I've checked the lights themselves for continuity and they're good. I assume there is a relay somewhere that I'm missing. Can anyone help me out?

The relay for the fog lights are inside the lower dash panel of the driver side. It is the third relay from the bottom. Check if the relay is dead or not.

How can I check it? Will a volt tick work or do I need something else?

Try swapping the relay with another one to see if it changes things.
