Default ideas on why i'm not hitting target boost "searched"

i got tuned from a buddy about 6 months ago thru enginuity if thats how you spell it to 20psi...

was running great..

i took everything apart and put a fmic b/c i was bored...and about a month after that i was hitting around 17..

my clutch is now on its way out but now i'm around 15 in third and 17 in fouth..

i cannot get anywhere near 20...

i used to overboost a lil over 20 when i first got tuned..

i looked for up pipe leaks but couldn't see anything at all

any other ideas..?

i'm back with the Tmic now and still...only 15...

i also reset the ecu...

i searched but nothing i could find...i suck

well slipping clutch might have something to do with it.
