Default Headlight/Foglight issue, '00 RS

I have an issue here, I bought my car about 6 months ago, the foglights remain on with either high or low beams. About 3 months ago my RHL fuse blew and the only headlight left was the left one, this week it got posessed! The fuses burn instantly after they're replaced and turned on 90% of the time, when I remove the LHL fuse, the right one remained working for some hours and it gave me the right headlight and both fog lights, after some hours driving, it blew again and it burned fuses as soon as they were turned on. Right now I got only the lef headlight working. I replaced both of the relays and i noticed that the headlights were brighter, until it blew the fuse. I'm aboout to get to work in the car since I do 95% of my driving at night. Any help would be greatly appreciated. If there's any trick that keeps the foglights working (low or high beam), please let me know, I want mine to be OEM spec. Thanks a lot and have a great day!

Pull your lower DR side dash, pull the fuse panel so you can see the back completely look at the back of the fuse panel and check for any jumper wires ( not OEM ) It sounds like someone did a fog light and or other mod to the lighting system. Before you pull your dash try turning on your parking lights via the switch on the top of the steering column. If you fogs go on-stay on or can be turned on-off with the fog light switch without the car running or key FW there has definitely been a lighting mod done.

If none of the above helps its a short or perhaps water in you engine bay fuse-relay box

The fog light switch works fine, good suggestion, I tried it as soon as I got the car, (i did a jumper once on my old eclipse and it overrode the factory switch, the engine fuse compartment is dry, I'll go ahead and check under the dash for any jumper. Thanks a lot for your quick response!
