I'm not familiar with the abs flashing process, but I use to own a 91 Legacy Turbo a long time ago and had this problem.

Some of stuff I remember reading to remedy the problem were:

-Check brake pads for high wear/replacement
-Check rotors for warp'age
-Check your ABS fuse and other electrical fuses that work with your braking system
-Check your brake fluids to make sure they are at appropriate level.

Do you ever feel your car shaking or body-rumbling while driving?
When you hit a bump while breaking, do you feel any resistances from your brake?

I remember my ABS system was totally shot, so I took the fuse out and just drove the damn thing until I accidentally crashed it. I don't recommend this because it probably was a stupid thing to do. (or maybe not).

Good luck oh and I know this thread was moved but maybe next time you would get more help in the Legacy Forum. The guys there know there stuff and I'd hang there too but my Legacy Knowledge is old and outdated.

Check this thread out too:http://forums.nasioc.com/forums/showthread.php?t=973119

Take it easy.
