Default Oil Pressure problem has me stumped, help!

Im helping my friend out with his car

2005 STi - motor lost cylinder 3, so we yanked out the old and replaced the block with a new oem shortblock with forged pistons, had the heads cleaned up etc

We put everything back together, not cutting any corners, replaced timing belt, water pump, oil pump, all new gaskets, idler, belts etc etc etc

Prime engine via cranking it with ign fuse out for about a minute

Start the motor up and has 80psi of oil pressure, motor runs great, let it idle till the thermostat opened up, but the car needs a tune due to a couple new mods added as well, the ecu was scaled already for new injectors to avoid washing the rings (injectors, turbo, fuel rails, oil pan, oil cooler, oil pickup, all new o-rings & gaskets, 255 fuel pump etc).

So i get a new startup tune from my tuner, flash it on the car, change the oil and filter just because, and start the car up

to my suprise the car now has 0 oil pressure, both in the defi gauge and oil pressure light on, shut the car off immediately

Car goes into the shop and is now on a lift

We have tried

New Oil pump - no difference

checked brand new pickup - great shape

Pick-up O-ring is there and in good condition

oil pan perfect

Oil cooler (thing above oil filter) is in perfect shape

Tried a couple different oil filters - no change

blew compressed air through all pump holes and oil passeges in that area, no problems

Tried cranking the car with the oil filter off, to see if the pump pumps oil out of the filter hole - nothing (even with 2nd used last time working oil pump, and brand new pump)

Im out of ideas, i cannot for the life of me figure out how this car isnt getting oil pressure, the first time it started right up perfect

I really have my doubts theres 2 bad oil pumps, and a 3rd would fix the problem

Any help or suggestions to try?

Clogged oil line somewhere maybe, in either the AVCS lines, heads, turbo screen and/or line.

thought about that, but that wouldnt explain the not pumping with no oil filter as that is pre everything else

goes

Oil pickup --- > oil pump ---- > passageway (not blocked) --- > oil filter
