Default wheel issue

So when i got my car it already had some aftermarket wheels on it. They are 17's i dont know the width. Problem is that they dont stick out far enough. I want to bring the tire/wheel out flush with the fendor well. How can i do this? With wheel spacers? are these safe? thanx..

The tire will most likely rub on the fender if you space them out too far. Unless you've got some really stiff springs...

not wanting to go far. maybe less than an inch. it just doesnt look right. most pics i see the wheel/tire sit farther out.
