Default DIY Boost Leak Question....

I am going to be doing a boost leak test for my car later today. I had a couple of questions before i did. As seen in this thread "http://forums.nasioc.com/forums/showthread.php?p=24475011" is step 3 really necessary? What if i were to just seal off the end were my IC hooks into the intake manifold would i have to worry about that? Cause the only place were i would have a seal would be from my intake to BOV. Because those are the places i messed around with the most and i think this is my fault. I don't see why a 08 WRX would be leaking already some were in the manifold or else were. If you think it is a good idea for me to do the whole test can i have a more detailed explanation of step 3 because i really don't understand what to do. Thanks for the Help!

Well i did my boost leak test. I would pump some air into it and it wouldn't let me go over 10 psi. I did this a couple of times and i found a leak near the BOV. So i did the boost test one more time and it showed 0 psi on the gauge. I thought the gauge was broken but i tested it on a car and it worked fine. So i put the intake back on and i went to drive it around. It didnt feel as fast what so ever! But in 4th gear it boosted up to 18.4 and held it there! In about 4 min later after driving it some more is was back to its normal self of boosting up to about 13-14 psi. But it is even worse now cause 1st and 2nd gear are so much slower. I cant figure out what is wrong!! There is no way i put to much boost into it cause it wouldn't even let me. So i took the IC off and was looking around and i found this clamp by the turbo that wasn't tighten down from when they did the oil line (as seen in the bottom picture). I put that down and i checked everything put it back together but it is still only going up too about 14.4 psi. I should be hitting 18.4 like used to be for those who don't no that. What could be causing this? I mean i can just shoot pressure into the the device and it wont hold it in the engine at all. O ya i forgot to say when i started it up i could here the turbo loudly and it was at -5.0 psi at idle! Then i hit the gas and it went back up to -9.6 psi and it was fine and it didnt go back down.... Can someone please tell me what i did wrong and reassure me its not the end of the world i am going crazy!!!!!!!!!!!!!!!

O Ya. What is does this line do? Because i no when i was pressurizing my car if i were to move this barley it would release all the psi. Can anyone tell me what it is and why it did that?!?! Its the Line with the big white glare on it. Its metal and then goes to rubber. When i took it off today there was oil in it if this helps.

Also whenever i start my car the vacuum will be at -5.0--6.0. But once i give it a little bit of gas it goes back up to -8.0--9.0. It also seems like i can hear the turbo when i start the car up.... Does this have to do with that one line ^^^???
