Default P0440

Okay I've searched but no specific solution found,

During the last couple of days in MA the weather was 20 F.
Fill up tank 87 octane rating (I always used this) if it matters
I did noticed a little fuel smell from filling it up maybe
drove it until a quarter tank
Now MY99 LGT throws a P0440 EVAP system malfunction
from the front there's an odor that I can't describe like burnt plastic or something
I was wondering if anyone has delt with this kind of problem and point me in the right direction

Okay finally broke down to get new filler tube and the vent valve that attaches to it and new gas cap premier subaru was the cheapest for me.
Well my question

the smaller hose that attached to the vent valve can those be replaced with any well "silicone hose" because I have a whole bunch of them as only vacuum passes through it correct me if I'm wrong.

i'm having a P0440 problem, too. i havn't figured out the source yet but as far as the tubing goes, as long as it matches up well with the origina ltubing it should be fine. just like u said its vacuum tubing

Well replaced the filler tube and holy **** this has been mcgyvered the last owner took out the valve that attaches on the side of the filler tube and just covered it with a rubber hose and clamps all over the place, The valves operates when the gas nozzle enters the filler tube this explained why I can't fill up my tank without pumping slowly. This thing has 2 vacuum valve that connects the 2 fume tube (excuse my vocabularies), the last owner just put a bypass hose between the 2 hose not using the valve. well glad I've changed it and yes the silicon tube was used to replace the old one. I then reset the computer and no codes back yet...

I will take pictures of the old tube this weekend.

Oh man that looks terrible! My filler neck looks almost brand new so I don't know if that's my problem.

The problem with the filler neck was I think it was causing the CEL and the problem with the slow pumping gas was the vent valve.
