Unhappy Difficult problem with cabin fan speeds on 04 WRX

So the cabin fan in my 04 WRX has 5 settings (0, 1, 2, 3, 4)

0 is off and 4 is high.

When I turn the knob from 0 to 1 I hear a click (I am assuming a relay), and then there is no air coming out of the vents, and the fan is not running, same with the 2 and 3 settings, however when the fan is set to 4 the fan is running full blast as expected.

I have put a multi-meter to the fan input and saw that the voltage is 0V for 0-3 and 12V at the 4th Setting, so I don't believe the problem is with blower motor, and I actually purchased a second one, hooked it up and it demonstrates the same behavior.

I then took out the panel and replaced the fan switch, since it seemed a little complex, and that did not fix it.

I replaced the cable (4 inch cable) that connects the switch to the harness that goes to ????

Any ideas what else I can do to fix this because of all the little things wrong with the car right now, this is by far the most annoying!!!

The resistor assembly for the blower motor is burned out. It is located in the housing next to the fan, look down there for the other electrical connector besides the one for the fan. Pull the resistor out and it will probably be visibly burned, you can also check it with an ohmeter. Once you confirm it's blown get a replacement at a dealer.

That was it! Thanks for your help...it was easy enough to replace, I don't know why they couldn't set it up some other way that did not use a resistor that got really hot, but at least it is fixed now, so thanks.
