Default Split Gas Tank Issue

Hi,

I have an 1998 AWD Imprezza with a split gas tank. If I understand correctly, the pump side of the tank pumps fuel to the motor, and the return line, feeds into a Venturi Jet module in the tank. The pick-up tube from the second 1/2 of the gas tank is also fed to this Jet Module.

Issue is, I can only use 10 gallons of fuel before the 16 gallon tank is on empty. Cruise range is about 280 miles before the needle is on empty. I assume the secondary "Venturie Jet" system is not working, returning the fuel to the pump side of the tank.

What are the common issues with this set up? Cracked Rubber lines? Pluged up screen Filter? I had this issue before on a 95 wagon, and the dealership fixed it under warrenty.

Any ideas?

Thanks In advance for your help.
