I asked a buddy of mine from the Netherlands how/where this was run, given the people mounting sidewalks and dodging light poles with their cars. He said:

A rally sprint. It's kinda like the World Rally Championship, except they're usually held in industrial complexes (like this one) or even on parking lots (courses set out with cones and miles of ribbon). I've been to a few, and there's usually a wide variety of cars there doing the sprint. Like in this one, there usually are a few showoffs with slow but spectacular cars (the 'vette Stingray, and I TOTALLY love the 760), and lots of amateurs with BMW 3s (quick, cheap, RWD), and a few (semi-)pro's with ex-WRC and Group A cars. (the wilder looking hatchbacks and Lancers/Imprezas)

Oh, and the Opel Monza @ 27 seconds = hawt.

My understanding is they used to do more rallysprints in North America, but usually on gravel, and with the advent of rallyX they have become less popular.

They're still done, we just don't call them Rallysprint anymore (I think SCCA still owns the rights to "Rallysprint", but has no interest in sanctioning them). Now they're C1 Rallies.

There were a pair done on the same day in WI last year at a motocross track (Gravity Park Twin Performace Rallies). I think it will be run again next year.

There's also one done south of Duluth that runs a single road 4-5 times (Nemadji Trail). That one has been done the past two years.

The biggest obstacle is finding a high enough concentration of competitors to make it affordable. Nobody wants to tow 8-10 hours for a C1 rally.

Damn, that looks like it would be fun in a modern long-travel AWD rally car!
