Default Mad Squealing Fan Belts?

Ok arite so im finally getting over this blown headgasket non-sense (FYI, product called STEELSEAL... Its Magic) but all the while my fan belts have been squealing something fierce and im tired of it, no they arent wet, and the tension seems acceptable, its especially bad on cold start and cold steering, any ideas? Power Steering fluid is about as black as it can get so thats gonna be step one, anyone got a guide on flushing that bad boy? also the belt tension specs would be sweet too, thanks guys

wow, what year? didn't think subaru used fan belts in anything even remotely recent.
