Default whistling exhaust?

I have a 97 Legacy with the Ej22 i haven't done much to it, it does have a gutted 02 WRX miffler on it though. for a while i was running without the intake resonator, i figured i dont try to take off under 2k rpms the maf problem isn't going to affect me, well now that it has been getting cold i noticed that the exhaust smells very strongly of gas
so i figured that the fix was to put the resonator back in
with a slight modification so it will pull in fender well air and not engine bay air

i cut along the red line to open the top up so i could still use the fender plug but not mess with the "resonating" part



well after getting the resonator back on the gas smell was taken car of problem fixed, revved the engine to see how the sound changed and as the rpms were dropping there was a short "errrrp" that came from the tail pipe

any idea what is causing the chirp/whistle now that i have the intake resonator back in and how to fix it with out removing the resonator
