Default P1514 code, swap

So I've swapped a 99 2.2L into my 85 GL wagon and am just workin' out the last bugs. Put ~3000 miles on it so far. Still doesn'y idle correctly, only code besides some fuel/emissions stuff is a P1514 code. Signal 3 low input, IAC. The signal comes from the IAC to the ECM, why would the value be low?? Engine came from a legacy AWD auto, any suggestions? Thanks for any help, I know there's some experts out there on this subject.

maybe you need more grounds. maybe the iacv needs cleaning/replacing.

ooohh crap, gounds, i hadn't thought about that-good call! people have warned me about grounds on these swaps. I've cleaned the IAC, I'm thinking about removing the throttle body this weekend to clean it too, i think I ground things first, though, this code has been intermittent. I get it like 99% of the time, but sometimes runs w/o the 1514, and idles/runs correctly. Thanks so much for the idea!!
