Default Service Sticker on Airbox

Can anyone tell me what the service sticker on the intake box of my buddies 99 outback means. It read Service performed: Level III. It also states the milage (63,xxx). Could this be a timing belt replacement? head gasket? any idea???

Seems early for the timing belt. It's probably whatever the 60k mile service usually covers.

I also know that where I used to work, they had stickers with the mileage on them for fuel injector cleaner and coolant flush etc... is that all the sticker says?
