Default Rev limited to ~3000rpms

2004 WRX 73,000 miles
Mods: 6MT, Cobb AP stage 2.5 with a tune (vf34 & sti injectors), Cobb lightweight pulley, gruppe-s lightweight flywheel, gruppe-s header, Cobb upipe, Cobb intake, injen downpipe, sti tmic, blitz sbc i-color electronic boost controller.

My story is not exactly short but I will sum it up best I can. Basically the car went into a rev limited limp mode last month and I have still been working on it. I have honestly tried so many different things that the list would be too long. The car idles perfectly although sometimes there is a solid cel and when i give it some revs it becomes a flashing cel. When it is a flashing cel it will not rev past 3500rpms. My AP could not read the code while it was flashing but when it was solid it read "obd code found ??????." So we used my mechanic's diagnostic computer and it read that there was a multiple misfire even though the engine idled smoothly. So we went through the basic steps of checking air, fuel and spark. Changed my fuel filter, went to a 255 fuel pump, changed the spark plugs and flushed the fuel system. Even though the car idles and sounds great none of that worked. Right now I am considering the possibility of an electrical problem or a bad sensor somewhere that is telling the ecu the car is misfiring.

I would appreciate anyone's 2 cents on what this problem could be.

Thanks

i am considering that my ecu took a crap although I had never heard of that happening before. But I just bought a used ecu out of an 04 and it will be here tomorrow so I am hoping that will give me some good news when I swap them.
