Springs are around $175-200 used.
Struts are around $300+ used

As you can see sending him $350 is not even close to replacement value.

Here is what I would do. Call the police in his local area. Call and file with the local postmaster, Mail fraud, Then call the FBI internet crimes task force. Since it was between state lines its also in their boat.

Once they grab him. Whch will be quickly. You can then get police records to use in civil court. Since its also across state lines. You fill in California have him served in Arizona. So he will have to make a trip to fresno court.

Tack on
New retail prices for springs
New retail prices for struts
Labor to have springs installed onto struts.
Any car rental fee's when your car is down from this
Any legal fee's for any paperwork or having him served.

California Law lets you go up to 5k.

Using his messages and a timeline should be no problems in winning this. I dont even think he would show up to court. So you win by default. Since we know where he lives and works. Getting money is that much easier once a judgment has been handed down.

I'd just send his stuff back to him. With a tracking number. Or offer to hand it over to a local swic member so they can help you get it back to the owner.

Right now you have stolen good on your car. The police can take your car. Once that report is made.
So his parts or replacement value is the only way to stop this.

This is for full replacement value. Anything less is not his problem.

That isn't how **** works. You send his **** first and you walk or rent a car. You are the one that ****ed up, not him.
