How does this come off?

Okay, I've gone under the car, and I must be missing something... Is there an "easy" way to remove these blank caps on the under-bumper of my 1992 Legacy Sport Sedan?

I mean, without cutting them out...

My guess would be that they actually snap out . . . or are held by a couple fasteners . . . you'd get a better idea if you took the bumper off, honestly. Can't really see too much from just looking from under the car.
