If I'm mistaken, what exactly are they?

You're halfway there. These are modified outer tie rods for the steering rack and ball joint extenders.

The ball joint extenders move the lower control arms down so they are near their stock angle. This allows them to stay in the sweet spot of the dynamic camber curve for longer.

Lowering the car can also cause bump steer (toe changes as the suspension goes through its motions). Generally this is not wanted because it can cause the car to behave erratically when turning at the limit. The modified tie rod ends that adjust the angle of the tie rods so that they do not cause bump steer.
