its a blower motor resistor thats gone bad, its connected to the blower motor housing that the fan (blower motor is attached to.... get your local subie dealer to print you out a copy of the sheet that shows where it is)

It's not at all hard to change but its time consuming

It's very simple. Look under the passenger side dash in the footwell, at the bottom of the HVAC/blower housing. There are two electrical connectors down there (you may have to move the mats/carpet to see them)- One is for the blower motor and the other is for the resistor. Unplug the resistor, remove the screws holding it in place and remove it. Install the new one and plug it back in.
If after replacing the resistor the 2nd speed still doesn't work, there may be a problem with the speed switch.

That is a interesting design for the resistors. I have not seen that type of design before.

A $3.99 Harbor Freight voltmeter could have removed all doubt about what part was bad.

ok just replace mine and everthing works prefect right now.even I feel the blower is way stronger now.
Replacement is so easy , all i did was just looked down from the passager side ,above the ecu,and you will see a brown connector.Unplug it and unscrew the resistor ,repleace the new one and put everything back.
Only took me 5 mins to get everything done.

Here is the bad resistor:
