Do you want to go RHD and have crappy small twin turbos and a plumbing nightmare? Them forget the twin turbo. The EJ22T is a good block, but the turbo is small and the heads are nothing special. There is no way to tune either setup other than piggyback or standalone. Really your money is much better spent on a WRX swap. 02-03 engines and harnesses are getting cheap now, you can even buy complete wrecked cars for a few grand. Then you get lots of cheap aftermarket parts available and lots of options for tuning. It'll be emissions legal too, if that is a concern.

Ya that it exactly what I am doing to my 95 Leggy Wagon. I am picking up a wrecked WRX donor, the full car, and then swapping everything over, brakes, suspension, even the door cards and interior dash. IT is cheaper in the end and well worth it

I would recommend joining iaai.com and buying a wrecked WRX. The yearly membuership is $200 and you can buy at all public auctions. You can buy a totalled 02 WRX for $1500-2500
