Default Boost Control Solenoid vacuum line?

So i was poking around my engine bay today and was checking out the boost control system. I noticed that the vacuum line to the boost control solenoid is completely missing, making the wastegate utterly useless. I was protuned about a year ago and i vaguely remember harman taking out the line. Did he do this to leave the wastegate closed all the time? I just feel like something is not right about that.

but wait, return hose? Doesnt the actuator work off of vacuum that the solenoid lets by when it reaches a certain boost?

Edit: just read the solenoid bleeds off boost it self... if theres this solenoid to do that what is the point of the wastegate/actuator assembly?
