Default West Virginia Vehicle Inspection/Tagging Questions

Good Day All,

I have a question for those of you in West Virginia. I have a 96 subaru outback sport wagon that was on the road up until last Saturday when someone decided to sideswipe it at excessive speeds when it was parked on my street. The insurance company totaled it. Since Maryland changed their salvage vehicle rules, it seems that I will not be able to put the car back on the road in Maryland. My parent's have a house in West Virginia. I was thinking that I could register it at their house and use it for rallycross until it dies. I should be able to get the car rolling again with a minor amount of money, but the passenger door and passenger rear door will probably never open/work correctly again. There is also frame damage near the rear passenger door where it was struck.







My questions are:
1. Does one need a west virginia driver's license to register/tag/title a vehicle in WV

2. How strict are the inspections, ie, will the frame/door damage stop it from passing?

1) Yes.
2) Inspections are pretty lax. And it's quite easy to find someone who will slap a sticker on it for you even if it doesn't pass.

Your problem will be getting a license in WV. They are hard to get due to the document requirements, so much so you'd think they are made out of gold. You need several proofs of residence and your birth certificate (or copy) and your other state's license. There might be something else I don't remember at the moment.

If you get that done you'll have to register and title it in WV and pay the one time fee (4% of the value I think), and I believe the DMV will have to inspect the car since it has been totaled. The actual inspection sticker will be the easy part.

So I guess the license aspect of it will toss my idea out the window I'm going through the whole grievance process over my old beat up car... still in denial that I have to pull the tags off tonight/tomorrow. Thanks for all of the information.

You could probably get your parents to register the car in WV you know?

The house they have out there is just a vacation type house. They still have a house in Maryland where they have their licenses/cars registered.

If there is proof they owned the house for several years and have utility bills that they pay in WV, you still may have a chance. One of the reasons why it's so hard to get something like that is a lot of out of state students that come here want to pay in state tuition for institutions like WVU.
