Try changing the directory where your maps are stored on you computer; IE: from desktop to a folder or vise-versa see if that does anything. What OS is your laptop running?

I tried changing the directory a couple times...no go.

I'm running Windows XP

Are the maps to the latest version format(updated)? Are they for the right car?

They are for the right car, and I updated the maps on my desktop. I'm not able to update them on my laptop. I tried dragging the mags from the APManager to the updater, but I get an error

Does that ..\Temp\.BADMAPS\ folder even exist?
