Impreza GC8 Fender/door damage and rust appearing.. worth fixing?

So i'm finally hoping to get my first subaru! its a 99 impreza TS sedan with low kms. everything looks MINT except for one corner of the car..

i looks like someone rubbed against the back door/rear quarter which dented it. I dont care much about the dent but it removed some paint so that should probably be fixed to avoid rust..

next big thing (and this is my biggest concern about the car) is its rusting right under the gas door.. not a lot, just a couple bubbles in the paint showing up (see pics) but obviously this can spread quickly.

Anyone have any idea how much this would cost? or if its even worth fixing?

and heres the door/quarter - you can see the paint rub lines, and one following the frame of the door





I have a feeling the door bit can be just touched up with a paint stick and some buffing.. the rust is another story..

i found a place that dan do the gas filler area for about 200..

I would check the filler neck, also.
