Default Need help with old style tensioner

The FSM states to put this at the far right position when installing the belt, then after you get the belt on to move it to the far left and torque down the bolts.

But once the belt is on everything is pretty tight already, i don't see how i can get it to move to the far left position..

Is this normal? Is it okay to leave it in the right side position?
