Default Gauge cluster replacement

if i change out my cluster will it display the correct mileage or do i need to buy a salvage one close to my mileage its a 04 wrx

you should send the cluster out somewhere to get the mileage changed.

No the dealer cannot alter the mileage.
It is stored in the cluster, so the odometer will show the mileage that was on the car it came out of.
Many people here have used Tacoma Speedometer, you can look them up online and send your cluster to them.
By federal law, if the mileage shown on the odo is not the true vehicle mileage, you are supposed to attach a sticker to the doorpost to indicate this and state the true mileage.
