Default cali specs

Even though I live in New Jersey and bought the car in PA, my Impreza has the Califronia specs. Can anyone explain what exactly the purpose of all the extra plastic parts on the intake. Is the purpose of it to slow the air down? Does this hinder my car's performance or fuel milage and would I be able to switch it around to improve air-flow; should I get the parts to switch it back to general specs, or does the Cali specs involve anything else that I should be aware of?

The extra shiznit on the intake is to quiet it down...they're known as silencers.

I'm not sure what the difference betwen cali spec and non cali spec cars are...but I would imagine the stock parts are CARB (california air resources board) approved.

The airfilter element on the non-cali spec is right up against the passenger side of the engine compartment, where as with the Cali specs the air filter is right behind the in-take manifold. On my car the filter is the last part of the in-take, in non-cali the filter is the first part.

You are mistaken. There are no "california spec" Impreza's. The intake difference you refer to has nothing to do with what state its from, it has to do with the specific model year and engine type of the car.
