Default Transfering a title with late registation in a new state

So, I'm planning on registering my dad's old car under my name in another state - problem is it's two years late with registration. Doesn't seem like a good idea to pay $200 to register it in CA along with DMV fees, and insurance and again register it in wisconsin where smog isn't needed and I'd have to get a new title anyway.

Anyone know if I'll have any problems simply registering the car in wisconsin(without paying the late reg fees in CA), mailing the plates back to CA and driving the car over?

Should be fine; why would Wisconsin care about your CA fees? Just don't drive the car until it is legal in WI.

I have moved around quite a bit and have never had a DMV ask me about my car's status in the state I was moving from. All they care about is that you pay their fees etc

My Texas registration ran out in march and I just registered it in Washington last week. No problems, just don't drive the car until it is legal again.
