2004 WRX

Default FWD Relay?

I am checking my fuse bock under the hood because my cig lighter/power outlet doesn't work when the headlights are on. I noticed an open space where a relay should go. It is labeled FWD on the cover. The relay is missing. Does this mean Four Wheel Drive, Front Wheel Drive or something else? Should the relay be in place or should it be missing?
