Default Ebrake Light staying on

Recently my car has been acting weird as the ebrake light has been staying on only during moving, it flickered a few times and then would go and stay off, as of tonight it started raining and while driving it stayed on the whole time, I did do a search and read an article where someone was saying it's the cars way of saying check fluids and pads, I was hoping to get some more advice and things to check when it stops raining.

What you read is correct. The light comes on for one of two reasons, when the e-brake is pulled and when the brake fluid level is low. The usual cause of low fluid is worn pads so check them first before you add more fluid. When the pads are replaced the fluid level will rise back up, so if you have added more it may overflow.
There is also the possibility of a leak in the system, although ths is less likely and doesn't happen often.
