Default p0031 to p1130

My car has been throwing a CEL (P0031) so I changed out the front o2 sensor and now I'm getting P1130. Any ideas?

That's what I'm coming up with after doing a bench test and nothing happens. I should of known since the box it came in was taped shut and there wasn't a plastic cover on the sensor.
