Default wanted to know if anyone had this problem?

soo i was out goin to school today in my daily (03 wrx wagon) and i start gettin into boost and it gets to about 10 pounds and starts fluttering and hesitating..soo i took the car back home. I got home after school and start checking thing..find a good cut in my inlet hose(stock) and once i pulled the plugs i noticed they were white tiped..can the slice have cause me to go lean? i got new plugs in it now and im gonna get a new inlet hose. but should i check for anything eles? can this cause the problem i was having?

have changed anything recently

Was the slit before or after the MAF? If it was after, the car was likely running lean as the engine was really getting more air than the MAF was reading. This would turn your plugs white. Did you notice higher temps? I'm guessing the hesitations you felt were detonation? In which case, don't drive the car till its fixed.

Anybody else, am I way off base here?

Sounds about right. Your car goes into 'limp mode', hence only 10 psi of boost. Replace the hose and be on your way.

Some years may be a little differnt. Mine, an 03 2.0L, stock is 13.5, but tapers down as it approches redline. Also, max boost is different for 1st, 2nd, and 3rd-5th, with max. being raised a little each gear.
To OP, this may be a chance to go ahead and upgrade to an inlet and MAF silicone hose, lasts longer and performs better. Win-win.

What's more a pain is to install it without removing the intake manifold ; )

I have done it twice without removing the madifold, helps if you have some one else, and some socket it extentions to help push the nipples though. So it doent rip or tear it!
