Default Low boost issue- done heaps of diagnostics already!

Hey,

My V5/6 STi is only boosting 10 PSI, i can reset the ECU and its boosts to 14.7, then while under boost it will do a big hestitation and an go back to 10 again and stay there. SOme thing is telling the ECU to stop or limit the duty cycle to the boost solenoid.

Used a MBC and it boosted to 15, stayed there but was very jerky at boost. I am not looking for a work around using Manual or Electronic boost controllers, i want it working factory.

I have bridged the turbo outlet to the actuator and its the same PSI, so i know the spring in the actuator is OK. Its a VF22, Car has no mods apart from Siamese DP.

I have tried:
= another ECU
= 4 boost solenoids (2 & 3 port)
= Knock sensor relocation
= another intercooler
= all new vac hoses (tried using the stock ones with different noids too)
= different sized restrictor Pills
= solder a wire stright from ECU to Boost solenoid to by-pass any problem wiring.
= 2 MAP sensors
= got new battery
= checked earths

Only thing i havent really tried an AFM.

I am running out of ideas, any help would be appreciated.

Yip, brought a brand new one and reset ECU, didnt change a thing.

ECU is a 99 00 V5/6 STI

I have a new Fuel pump and filter coming too.

I think the engine is detecting knock and pulling the boost and timing.
