1995 impreza L coupe AWD wrx swap problems HELP

ok so i have a 1995 impreza L AWD with a 2004 wrx motor and the stock 95 tranny

the car has sti turbo, sti intercooler, turbo back exhaust, headers, BOV, basically all the bolt ons..

problem is it does not boost past 1psi and the car will not rev past about 4600rpms...

i have done the following.. took off downpipe and check to make sure turbo spins freely and it does.. i installed a impreza VSS into the 95 tranny and wired it to the stock wrx ecu and didnt work

i am absolutely stumped and dont want to get raked at a shop please give me some insight the only ideas i have is taking the turbo off completely and checking it and doing a full wrx tranny swap.. what do i need to do a full tranny swap?

any input well appreciated or any side job mechanics in the north jersey area

try a manual boost controller, completely bypassing the stock unit, I would guess the waste gate has got to be opening prematurely. This would be the only way to not have boost under load. also sounds like a tune/ecu iossue if you can not physically go past the 4xxx point.

Plan:

A Recheck all wiring, loop check everything if you can with a multi meter
B Is the tune/ecu correct for the application
C Manual boost controller see if boost can be increased manually, you can build one for about 10.00 if you know what parts to buy.

there is a manual boost controller disconnected on the car ill try and hook it up maybe the previous owner turned the boost all the way down

it also had a utec chip and was removed sitting in the trunk...

the car will go past 4600 rpm only when i let it sit for a day but once the car warms up it must read codes and limit me to 4xxx rpms ugh
