That seems like you taped into the line that goes from the BPV back to the intake manifold when you let off the throttle. Does the gauge read 8psi when you let off the throttle or when you are actually in boost? and I believe he has an 02 WRX and not and STI.

might have to do with the temperature.

i get 8psi sometimes too but only if i don't floor it for a while. its like the car goes into hibernation mode or something. after 1 or 2 times of flooring it, the boost hits back to 15.5lbs for me.

Probably missing the pill in the vacuum line for the turbo. I'm guessing you are not the original owner.

thats the right line. is the hose kinked anywhere? check the lines coming off your turbo's compressor side. do you have an aftermarket bov? tears in IC piping? any exhaust leaks preturbo?

List of mods could help.

Try a reset to see if the car is pissed about something?
Also put it into test mode and see if the solenoid makes a clicking noise or not.

the restrictor pill inside the line from the "T" fitting to turbo. squeeze it to see if a pill is in there. if not, thats your problem

8PSI can be caused by several things.

Bad gauge
Running regular unleaded instead of premium
Bad knock sensor
Carbon in the cylinders causing excessive knocking/pinging
Rapid changes in elevation
POSSIBLY a bad MAP sensor, I think this would throw a code though
Defective EBC
Boost line disconnected from the EBC (? Or would this cause turbo dynamics to peg, and throw a code since it would basically lock the waste gate shut?)

There's easy ways to narrow these down. Plug in a laptop with a Tactrix cable. Run Learning View. Is the IAM below 8? You're in a limp mode, and the ECU has disabled the EBC. You can see the knock table, and fuel trims to get a general idea on what is going on from there.

If not, then you have a problem where the ECU is commanding 13.5 PSI, but the EBC cannot physically do it, either due to it being failed, or some other problem.

the pill restricts the boost coming in, giving the ebc time to react. adjusting what the wastegate is seeing. thats why it should be between the T fitting and the compressor.

The pill is designed to work with your factory boost control system and dictates the flow/pressure the wastegate/solenoid sees <-- = you need it.

We really need more info to help you.

List mods, any CEL. And confirm/test the things we've already mentioned already.
