When I bought my Eclipse out of MD, I just had a signed title and a signed bill of sale from the seller, stating the year/make/model, VIN, purchase price, sale date, mileage, his name and address, and my name and address. I went to a local title transfer place and paid PA sales tax as well as the normal license/reg fees. The DMV sent me a new PA title in the mail.

We trailered it back so I don't know about driving it....you could prolly get a temp plate

Take the car and the signed MD title to a notary in PA and you get it registered and the title transfered. You need to bring the car with you to have the vin number verified on out of state transfers. You pay tax in PA.

Driving it home is iffy, see if MD issues temp plates? See if the seller will drive it on his plates just over the border to a notary for you? Every car I bought in MD I trailered home, since I didn't want to risk my license driving an unregistered car.

An MD Dealer will issue a 60 day temp tag. This will allow you to use the car for the 60 days until the PA paperwork comes through. IF they do the work for you, you will receive your plate and registration in the mail from the title company they choose to use.

If the vehicle is purchased as a private sale, you MAY be able to go the MD DMV and request a record of transfer of sale, and get a temp tag. You could call a MD title shop/DMV and inquire as to what is required to do such. This IS the way NY state works, but NY state holds the vehicle title, not the owner.

Either way, you should be paying tax to PA when the vehicle is registered.

For Private Party Sales
Buying a Used Vehicle with an Out of State Title

http://www.dmv.state.pa.us/pdotforms...ts/fs-toos.pdf

Out of State titles are used in conjunction with Form MV-1, “Application for Certificate of Title.” This form is only available from authorized agents of PennDOT. <-tax is assessed based on sales value of vehicle as listed on MV-1. 6% for tax rate.

Many times out-of-state lienholders refuse to release the title in their possession to another state unless the lien has been satisfied. Applicants are required to contact their lienholders prior to completing their MV-1 application to determine whether or not the lienholder will release the out of state title to the vehicle owner. More information can be found on our How to Title and Register Your Out of State Vehicle fact sheet.

When buying a car which has been titled in another state, the purchaser should check the back of the title carefully. There should be a place for the seller’s signature and the car’s present odometer reading. The seller’s signature may be required to be notarized on some out-of-state titles. It is a good idea to consult a dealer, tag service, notary or the Bureau of Motor Vehicles about out-of-state title transfers.

You will need to provide several items to the agent to complete your application. Please take a copy of your current Pennsylvania Drivers License or Pennsylvania Photo Identification Card. If you are a business or non-profit organization buying a car, please make sure you bring the acceptable identification requirements with you as well.

A copy of your current insurance identification card is required if registration is to be issued. <- you will need this BEFORE they'll give you a plate. You should be able to get the ins. co to issue a new policy/card by giving them the VIN. You'll get a temp card from your agent, and a full card later on in the mail.

VIN verification is required for out of state vehicles. Usually this can be a TRACE of the vin plate and you don't need to have the car in person at the title shop.

As an aside, where in PA are you?
